A brief note on Dr. Swapan Garain A Social Entrepreneur, Professor, and Non-Profit Management Advisor
Dr Swapan Garain is a social entrepreneur, Social work educator, trainer, social business mentor, and non-profit manager. He has been active in the social sector for more than twenty-five years. He has been engaged in guiding corporate for its social responsibility initiatives, setting up and managing NGOs, facilitating government policy making and appraising projects for funding, teaching University students, training change agents, action research, writing, field action, consultancy, networking among social sector stakeholders and promotion of social entrepreneurship. His work is in the area of structural and behavioral inputs in enhancing organization effectiveness of social sector organizations and the efficiency of delivery of services for the poor, deprived and disadvantaged.
1. Administrative Experience Dr Garain headed project teams engaged in rehabilitation and resettlement of infrastructure project affected persons, development of rural artisans, and household survey for community level intervention. One such project had more than 60 professionals and support staff working full time. The duration of these project based operations varied from six months to four years. On the program side, Dr Garain was responsible for conceiving, designing, negotiating with investors/funders, monitoring of project implementation, documentation and reporting to the clients and other stakeholders. Administrative responsibilities included recruitment and managing staff, accounting and financial management, operational planning and control of execution, and project closure / withdrawal. The clients included Government of India, Government of Gujarat, National Thermal Power Corporation, Neyveli Lignite Corporation, Tata Economic Consultancy Services, etc.
In academic administration, he has been the Coordinator for masters research, Faculty Coordinator for Social Work Placement Cell, and Faculty Coordinator for Social Work Students’ Forum, besides serving on committees for purchase & store, computer resources, sexual abuse, academic affairs, employees credit society, etc.. He has also been the acting head of a teaching department running post graduate degree program in the area of management of NGOs during 2000-2001.
Dr Garain has been serving as chief promoter, chairman, Secretary, Treasurer of various co-operative housing societies. Responsibilities included financial control, member’s service, legal requirements, security, water supply, campus maintenance, etc
2. Academic Experience: Teaching, Research and Publication Dr Garain has been engaged in teaching postgraduate social work and MBA students, supervising internship of students, organizing rural camp, study tour and relief work, guiding M.Phil & Ph.D scholars, and undertaking independent and sponsored research. He has designed, introduced and taught the following subjects to post graduate students: Social Entrepreneurship, Management of Development organizations, Environmental Management, and Project Planning, Monitoring and Evaluation. He has also been teaching Governance, Organizational Behavior and Administration of Social Welfare organizations. He has authored a book titled “Organizational Effectiveness of Non-governmental Organizations” and published a dozen papers in various periodicals. He has also presented papers in various national and international conferences.
Dr Garain has designed, organized and conducted workshops, training programs and delivered lectures in the area of organizational development process, self development, motivation, team building, fundraising and resource mobilization, NGO management, corporate social responsibility, institute’s social responsibility, Indian voluntary sector, etc, for Catholic Relief Services, Rastriya Gramin Vikas Nidhi, Society for Voluntary Action, Bastar Sewak Mandal, Madhya Pradesh Samaj Seva Sanstha, Gramin Vikas Kendra of Jashpur Catholic Diocese, Association in Surguja for Human Advancement, Times Foundation,. S P Jain Institute, and at TISS, among others. He has also been involved as a member of the team for conducting series of Development Center for IT professionals at Sasken Communication Technologies Ltd under the leadership of Dr S Pandey of Corporate Comprehensive Management Consultancy, Mumbai.
He has been the examiners for masters and doctoral students at Visva-Bharati University, Assam Central University, Shivaji University, Bharati Vidyapeeth University and Nagpur University.
3. Corporate Social Responsibility Initiatives As Professor and Founder Chairperson of its Centre for Corporate Citizenship at S P Jain Institute of Management & Research (SPJIMR) Dr Garain was engaged in promoting corporate community involvement with a motto that it makes business sense to invest in social sector. While SPJIMR is one of the top ten management institutes in the country, it is possibly the only B-School wherein all the MBA students have to work on a CSR assignment on a full time basis as part of the curriculum.
Dr Garain has been a visiting faculty on corporate social responsibility for MBA students at Welingkar Institute of Management at Mumbai. He was also on the business Advisory Board of Welingkar SIFE Team (Students in Free Enterprise and Welingkar Institute of Management). Dr Garain also helped design a post graduate diploma program in Social Enterprise Management at SIES College of Management and had been a member of the Academic Council and guest faculty for the program.
He has been actively involved with L&T for focusing its CSR policy and initiatives. On request from L&T CSR head, he developed a plan for an assessment of L&T-NGO partnership projects in the neighborhood of Powai and different parts of Mumbai. He also worked with Universal Group of Chemicals for streamlining its spatially distributed CSR initiatives spread across different fields like education, health, arts, etc.
Dr Garain has designed and developed rehabilitation action plan for project affected persons for NTPC, Neyveli Lignite, IL&FS, SRFDC, etc.
He was the Group Advisor of IndianNGOs.com Private limited, a socio-commercial initiative for professional inputs for strengthening the voluntary sector in India, during its formative years, 1999-2001. He conceived, designed and launched India’s first accreditation service for NGOs. On behalf of Quantum Information Services Limited, he helped design and advised for a web based platform (www.HelpfYourNGO.com) for donors, particularly from NRI community to support NGOs in India financially and through volunteering. Dr Garain also served as a member of the Social Infrastructure Committee (CSR) of Mumbai Chamber of Commerce and Industry during 1999-2003.
4. Non-Profit Management Since 2006, he is on the Program Advisory Committee of the Department of Science and Technology (www.scienceandsociety-dst.org), Government of India for channelizing funds for application of science and technology in development.
Dr Garain has been the Project Director of University of Technology Sydney Project on Asia Pacific Philanthropic Information Network for content development of Indian Third Sector (www.asianphilanthropy.org). He was a member of the National Advisory Committee of Comparative Nonprofit Project India Country Study of the Johns Hopkins University (www.jhu.edu), USA.
He has also been serving on the Board of Slum Rehabilitation Society since 2001. SRS is engaged in building low cost housing for the poor in the city of Mumbai. He is one of the founder trustees of South Asia Voluntary Enterprise – India, Indian center of the SAVE UK (www.save-uk.org).
He has been the Founder Chairperson of Interactive Karma India, an entrepreneurial initiative for capacity building in the voluntary sector and support services to volunteers, donors, and NGOs. He is the founder trustee of International Institute of Social Entrepreneurship Management and a founder member of Society for Civic Initiatives, Delhi. He has also been a founder member of Zep Social Action and Research Trust, and of Mumbai Association of Trained Social Workers.
5. Consultancy work Dr Garain has directed more than 10 sponsored research and consultancy assignments in the area of preparation of corporate plan, developing rehabilitation action plan, baseline survey, in-country adoption, management perspective plan, application of ICT, CSR, etc. Some of these projects were sponsored by Government, Sify Learning, Center for Innovation in Voluntary Action (UK), Cogentrix Energy Inc(US), Universal Group of Chemicals, Ahmedabad Municipal Corporation, Consumer Guidance Society of India, etc.
6. Networking and Policy Making Dr Garain has been a member of the Government of India’s Planning Commission Steering Committee on Voluntary Sector (www.nic.in) for the 10th (2002-2007) and 11th (2007-2012) Five year plans.
Dr Garain was a member of the Advisory Committee of "Grassroots Reachout & Networking in India on Trade & Economics" (GRANITE) Project of Consumer Unity and Trust Society. He was a member of the National Co-ordination Committee of the IV ISTR Asia-Pacific Regional Conference 2005. He was in the Advisory Committee for Project on Best Practices Resource Book being prepared by Prayas, for the Government of India.
Dr Garain has also been serving in various other corporate and NGO committees and boards. He has helped launch and manage a number of NGOs. He promoted eGroups for web based discussion among CSR professionals, NGO functionaries and trained Social Workers.
7. International Experience In relation to his academic work and professional involvement, Dr. Garain has traveled to United States, Russia, Northern Ireland, Australia, Thailand, Japan, Turkey, China and South Africa, besides traveling extensively in most part of rural and urban India.
8. Work Experience Dr Garain has been associated on full time basis for over 26 years with S P Jain Institute of Management & Research, Tata Institute of Social Sciences, Jamnalal Bajaj Institute of Management Studies of University of Mumbai and the Royal Commonwealth Society for the Blind, India.
9. Education Dr Garain hold a Honours degree in Social Work from Visva-Bharati University at Santiniketan, Masters degree in Social Work with specialization in Social Welfare Administration from Tata Institute of Social Sciences at Mumbai, Doctorate in Management Studies from Jamnalal Bajaj Institute of Management Studies of University of Mumbai and a Diploma in Management from India Gandhi National Open University. He has done post doctoral work on internet fundraising and also been a Senior Fellow in Philanthropy at Johns Hopkins University (USA). He has received fellowships and scholarships from Ford Foundation, Johns Hopkins University, Indian Council of Social Science Research, and Tata Institute of Social Sciences.
